My computer stutters every second and is very noticeable.

I just downloaded a fresh install of windows onto a laptop that I haven't been able to use for a few years. Everything about it works fine, but every .50-1 seconds theres a very noticable stutter. When I go into safe mode the stutters stop, but rebooting normally makes the problem come back. 

If anyone has any idea how to fix this would be very appreciated.

    This is not a third party issue per say. These are windows background programs that cause high latency.

    There is nothing you can do but return the computer/parts and try something different. I have never heard of someone solving this issue.

    Apparently not everyone has this issue, though i wouldn't know. My last two laptops is a row had it. Not even the same brand. My only guess that Windows will not work with certain hardware. It doesn't make a lot of sense and microsoft doesn't give af if it only affects a few thousand people. 

    Its a shame such a trash company is still your best option.

    Greetings,

    My name is Carlo, I'm an Independent Advisor and community member like you.

    I am also using Windows 10. Let us work together to sort this out.

    Here are the steps you can try.

    Click Start.

    In the Search programs and files box, type cmd.

    Right-click CMD, and then click Run as administrator.

    At the command prompt, copy and paste this command

    Sfc /scannow

    Once done perform a clean boot.

    • This process will eliminate 3rd party application running in the background of your computer along with services that are not needed to run windows. If there's any conflicting 3rd party application that causes the issue on your computer, this process will stop it.
    1. Open the run box by pressing the Windows Key + R and type msconfig
    2. System Configuration Utility box will open and by default you are on general tab.
    3. On the General tab, click the selective startup and make sure that load system service and load startup items both have checked mark.
    4. Click on services tab
    5. Put a check mark on Hide All Microsoft Services > This is a very important part as if you miss to click on this, computer might not boot properly or permanently and will end up on clean installation.
    6. Once Hide all Microsoft Services have checked mark on it, click on Disable All
    7. Click on the Startup Tab and click open task manager. This will open another window which contains all your startup applications on the administrator account.
    8. Disable all application that you're not using. You can simply just click on them and select disable.
    9. Click OK , Apply and close the configuration utility

    10.Restart your pc and check how it goes.

    If issue persist, make sure to check if there are any available updates, check for updates and install them to keep your Windows up to date.

    I tried what you told me and the problem persisted. I then factory reset my computer and the problem is still happening. At this point I'm at a loss and I have no idea what to do.

    This didn't work for me, but I see a pattern of CPU usage in task manager. The usage charts look just like a sawblade of usage going up and down. Does this indicate and hardware issue, or is it still mostly software knowing going into safemode stops the problem.

    I appreciate your swift response, have you tried to perform the clean boot and checking the updates if there are updates available?

    To check for updates here are the steps.

    Press Windows + X

    Click Settings

    Go to Update and Security,

    Check and install any updates that is available.

    Once done proceed with these steps.

    Click Start.

    In the Search programs and files box, type cmd.

    Right-click CMD, and then click Run as administrator.

    At the command prompt, copy and paste each of the commands and wait until it finishes scanning your pc.

    DISM /Online /Cleanup-Image /CheckHealth

    DISM /Online /Cleanup-Image /ScanHealth

    DISM /Online /Cleanup-Image /RestoreHealth

    Scan may take awhile , kindly patiently wait, once done restart your device.
