Scott, I am not familiar enough with Fedora 33 to advise you on a specific tool, which is why I listed all the possible ones to try.
Can you borrow a Windows 7, 8 or 10 PC?

Hi Scott. I'm Greg, an Independent Advisor here to help until this is resolved.
You will have better results if you find a Windows 10 PC to make your bootable media with the Media Creation Tool, following the instructions in the middle of the download page here:
https://www.microsoft.com/en-US/software-downlo...
Otherwise there are these methods which work best to create Windows 10 media on Linux:
https://www.linuxuprising.com/2020/10/how-to-ma...
https://mangolassi.it/topic/17706/make-a-bootab...
https://computingforgeeks.com/create-windows-10...
https://itsfoss.com/bootable-windows-usb-linux/
Then follow the gold standard Clean Install in this link which compiles the best possible Install of Windows which will stay that way as long as you stick with the tools and methods given, has zero reported problems, and is better than any amount of money could buy: http://answers.microsoft.com/en-us/windows/wiki...
If you're wanting to dual boot with Linux there's a good tutorial for that here:
https://www.groovypost.com/howto/dual-boot-wind...
I hope this helps. Based on the results you report back I may have other suggestions if necessary. If you will wait to choose whether the problem is resolved, then I will continue to help until the problem is fixed.

the usb does not show up in bios. there i no way to set it to boot from the usb.
id you go into the BIOS and put the USB at the top of the boot list?
After installing then you need to remove it from the top of the list and make sure the C:\ drive disk is at the top.
