If you get This PC meets Windows 11 requirements with PC Health Check app, then you can try manual upgrade:

Hello, I'm trying to upgrade to windows 11 with an
AMD Ryzen 5 5600X 6-Core Processor 3.70 GHz
16.0 GB Ram
DirectX 12
GIGABYTE NVIDIA GeForce RTX 3070
1TB SSD and 2TB HDD
And I'm pretty sure it has the minimum requirements. I was also told to enable the TPM on my AMD card (I think it was called fTPM or whatnot) And it's status is "ready to use".
The Diagnoses provided by Windows PC health check says that my pc meets the windows 11 requirements. However, in the settings, the windows update tab. It says that my PC doesn't currently meet all the system requirements for Windows 11 - and is trying to get me to download the PC health check app again.
It's a loop I'm hoping to get out of.

If not get it from here https://www.microsoft.com/en-us/windows/windows-11-specificationsMany users have stated this and if you have checked up on all the requirements like processor too then you can use the update assistance tool to get the Windows 11. It seems 5600X I supported so you are good to go .
