    Hello HFG2404

Thanks for reaching out! My name is Fred I'm an Independent Advisor and a Microsoft user like you.

    Step 1

Find your "Desktop Personalization Settings." Turn on your computer and wait for your desktop to load. Right click on your desktop and click on "Personalize" to be taken to your desktop settings. Click "Change Desktop Icons" under "Tasks" and double click "Restore Default."

    Step 2

Go to "Taskbar and Start Menu Properties" under "Tasks" and click "Customize." Scroll down the menu and click on "Restore Default Settings." Select "Notification" and click "Customize" and double click "Default Settings." Click the "OK" button at the bottom of all the tabs to apply the settings you just established.

    Step 3

Restore default your desktop appearance and sounds. Click on "Desktop" under the "Personalization" menu. Click in the check box next to each of the display settings that you wish to return to default settings. Click "Customize" once you have selected all of the settings and click "Restore Default." Reboot your computer for the changes to take effect and to return your desktop to the default factory settings.

    Step 4

Check the color contrast follow the below steps and check.

    1. Press “Windows + X ” and go to “control panel”.
    2. Click on “Ease of access center” and click on “Choose high contrast theme”.
    3. Under “High contrast themes” check whether any option is selected, if selected then I suggest you to select any option under “Windows Default themes”.

Hi HFG.  I'm Greg, eleven years awarded MVP, Volunteer Moderator, and Independent Advisor here to help you until this is resolved.

Reset the theme by setting a new Theme from Settings > Personalization > Themes or from the many spectacular free Themes you can download from the Store to that control panel to choose from:  https://www.microsoft.com/en-us/store/collections/windowsthemes

If you don't want the theme used to reset this, you can then personalize with your own background slideshow or picture in Settings > Personalization > Backgrounds, but most personal pictures are not as high resolution as the Theme packages which are some of the most expensive scenic pictures ever taken.  Here's how to change backgrounds:  https://www.laptopmag.com/articles/change-desktop-background-windows-10

and here's how to Troubleshoot Backgrounds not working:

    https://windowsreport.com/fix-background-slideshow-not-changing/ (Avoid ad links!)

To get color back on the task bar, start menu and window frames after Version 1903 turned the Light theme dull grey follow this guide:

    https://answers.microsoft.com/en-us/windows/forum/all/how-to-get-back-the-colored-taskbar-and-start-menu/f8040eb6-b6d7-4639-b4c4-f1ba746822bc

To get the spectacular scenic backgrounds back on the Lock screen when the PC first starts up, go into Settings > Personalization > Lock Screen and set the drop down menu to Windows Spotlight.

If you want the Fun Facts you can hover the mouse over on the Lock Screen or click to go to info pages about the scenes, change dropdown temporarilty to Picture,   tick the box to Get fun facts, then change it back to Windows Spotlight.
