I am glad to know others are having the same issue.
It seems that the 1.16.100 update is a bit more resource intensive, and they are limiting support for older hardware.
Here is what the actual requirements are:

For reference, here are the specs of my computer that wont update past 1.16.40:
This was an old computer I dusted off for my son to play on, so its nothing special.
Intel Core i3 CPU 540 @ 3.07 Ghz
4GB RAM
Windows 10 Pro Build 18363.1198
It has integrated Intel HD graphics, but not 4000. I am thinking this is the issue.
Either way, I think I will get a dedicated graphics card and some more RAM and see if that fixes it.
Any suggestions are appreciated.
