My laptop takes 3 minutes to boot, and seem stuck on the spinning circle thingie. Where do I enable diagnostic boot so I can see what's going on.

No, this doesn't work. The OS boot information has been broken since Windows 8, and this is the thing I need. The option is still there in msconfig but it does literally nothing.

I'm seeing a lot of DCOM errors, but I'm not sure if one of these is the problem, or if these are "normal" errors

    Hi,

I'm sorry to say that the diagnostic startup button seems broken. It boots exactly the same as a normal boot.

Hi, my name is Jose. I'm an Independent Advisor and a Windows user like you. I'll be glad to help you today.

To enable diagnostic boot, please follow this steps:

Press the Windows key + R key. In the Run dialog box type MSCONFIG and click the OK button. In the General tab, select Diagnostic Startup and click Ok button. In the System configuration dialog box click the restart button.

Please let me know if you need any further assistance.
