I fixed it, I'm thinking microsoft changed the way it looks for drivers.
eg: go to updates, optional updates, driver updates, and the driver was listed for download and installation.

We are sorry about what happened.
Since the webcam is not automatically detected by Windows 10, I suggest you to enter the manufacturer's website and locate its drivers.
In case you still can't get it, I suggest you to download drivers of the Windows 7 or 8 version and try to install them.

yes other USB devices work ok
Did you install the drivers? Get them from the webcam manufacturer also check for software. Open an app like Skype or Zoom to see if it works. It might not be detected in Device Manager since it is an Add On. See this--
