Slow and unstable upload speeds on windows 10

I bought a new pc and I was using it with a wifi adapter. The problem with wifi was I wasn't getting stable speeds. Then I connected my pc with ethernet cable (cat6) and saw my download speed was stable enough but my upload speeds are very much unstable and slow. On wifi I was getting around 35Mbps download and 9.5 Mbps uplaod which was unstable still bearable. But when I connected my pc via ethernet cable the upload speeds never go above 4 Mbps, and this is also severely unstable, like it will range from 200Kbps to 4 Mbps. 

Then I tried to boot my system using a live Ubuntu USB and saw that on ethernet my upload speed was very stable 9.5Mbps. So that's why I know there is something wrong with windows. I am using Windows 10 pro 19042.630

I have tried diagnosting the problem to no avail.

    Most common fix is to turn off Windows Updates delivery optimization which creates a Torrent-like grid sharing WIndows Updates file bits with other PC's:

    Update your Network drivers from the PC maker's Support Downloads webpage for your exact model.

    Have you asked your Internet Provider for help on this? Getting the speed you pay for is included in your monthly bill.

    Since you've confirmed with the Live Linux distro that the problem is with Windows, I would also shrink C to do a test Clean Install following the illustrated steps in this link which include everything that works best in Windows 10: http://answers.microsoft.com/en-us/windows/wiki....

    This will configure a Dual Boot with a model Windows install to see if that makes the difference, as it almost always does. If so you can build out the new install gradually, copy your files over, reinstall Apps and optimize it with the help of the tutorial which covers everything that works best. At the same time you can make it a diagnostic install to check after each change made to try to pinpoint what exactly is added that causes this, System Restore to a point before that and then block it if it's an Update or Driver following this guide: https://www.howtogeek.com/223864/how-to-uninsta...

    If not then you can simply delete the new install partition and extend Windows back over it in Disk Management.

    Be sure to set a System Restore point before each thing you do. System Restore is your first line of defense if Windows ever malfunctions as it can run even from recovery media to get you back before a problem started. It should always be turned on C drive with plenty of disk space (5-15%) configured.     Hello Greg, thanks for the quick reply. I have tried all the tweaks and fixes you have mentioned in links but with no success. One strange thing I did notice was when I change my speed and duplex settings in ethernet adapter to 10mbps full duplex, the upload speeds remains steady at 9.4-9.5mbps but that also affects the download speed, which always remains below 10mbps. With auto negotiation my download speed is 70mbps and upload at very unstable 3-4mbps
