How can I pin dictation bar to taskbar.

I tried to search this before coming to community...

    Hello Brenda,

    I work in IT and wanted to do the exact same thing (create a desktop shortcut for the Windows 10 OS, 'Dication' feature [Win+H]). After quite a bit of research and time with MSFT, below is what I've surmised (most of which you likely already know). :-)

    Based on the current version of Windows 10 and MS Office (O365/2019), the following features are offered:

    1. Windows 10 OS, 'Speach Recognition'
    2. Windows 10 OS, 'Dictation' (aka 'Dication Toolbar', keyboard shortcut 'Win+H'); while very similar to 'Speach Recognition', it does not function anywhere as well as Dictation. I presume this was your experience as well. :-)
    3. MS Office, 'Dictation'; MSFT support representatives have stated that a desktop shortcut cannot be created because we are attempting to create a desktop shortcut based on this MS Office feature; however, I do not have that version of MS Office so this possibility was eliminated during my pursuit for a solution. 

    Conclusion

    There is currently no solution and here is the root-cause I've hypothesized and tested. The Windows 10, 'Dication' feature can only be triggered once a text field location/destination (e.g. MS Word, Notepad, Browser text box) is selected and the curser is actively awaiting entry.  The keyboard shortcut, Win+H has the following path: '%windir%\Speech\Common\sapisvr.exe –SpeechUX'. This is recognized by Window 10 OS and can be used to create a desktop shortcut but it will not function/execute because selecting a desktop/start/taskbar shortcut will take your cursor off of the text field destination.

    I recommend that we get used to selecting the location first, then selecting Win+H for the 'Dication' feature. until MSFT has enhanced this much-appreciated feature.

    Request for MSFT

    Users of the Windows 10 OS, 'Dictation' feature would be very grateful if either the 'Speach Recognition' feature accuracy and fine-tuning could be enhanced, or a least, match that of the 'Dictation' feature OR do the reverse. Enhance the 'Dictation' feature and allow it to function like 'Speach Recognition' (function on top of other apps, thus allowing for a desktop shortcut that will function/execute).  We (end-users) greatly appreciate this feature and thank you for it.

    Currently, it is not possible to leave the dictation bar icon fixed.

    But to optimize your opening, you can, whenever you need to, open the dictation bar with the keyboard shortcut 'WIN + H' (Windows key and H simultaneously).

    Try this method, and tell me if it's what you need!

    1. Right click the empty space on your Desktop. Select New - Shortcut from the context menu.
    2. In the shortcut target box, type or copy-paste the following:

    C:\WINDOWS\Speech\Common\sapisvr.exe -SpeechUX -Startup

    1. Use the line "Start Speech Recognition" without quotes as the name of the shortcut. Actually, you can use any name you want. Click on the Finish button when done.

    This shortcut can be fixed on the taskbar.

    Thank you but not what I'm seeking.

    I would like to pin "Win key + H   (dictation microphone icon)

    to the taskbar.
