Some of the files that are on the temporary folder are being used by the computer even though they are temporary. If deleting temporary files requires administrative permission then that means that the file that you're trying to delete is being used by an application on your computer.
If you want to delete them you can try and boot to safemode to remove those file.

Well not all of the files require admin permission just some I was trying to delete said I need admin permission. Will deleting the files that say you need admin permission harm my pc or is it completely safe?
