USB Disconnect sound keeps repeating

About every 3 seconds the usb disconnect sound plays. Im not unplugging anything or plugging anything in. This started when I updated Windows earlier. I looked around and saw something about unplugging all usb devices and plugging them back in, and when i tried that windows played the usb connect sound when i disconnected things. And it also didnt work. Here and there, all usb devices stop functioning for a few seconds as well. The "pci encryption/decryption controller" has the warning symbol next to it in device manager, and im pretty sure this is the culprit but I dont know what to do with it to fix it.With how the devices stop functioning though, it could also be something under USB controllers.

*I right-clicked on it and clicked "update driver" and i got this: It seems like the only thing that could actually fix the encryption/decryption controller is uninstalling it and probably restarting my pc, but it feels like doing that could be detrimental.

Hi Wyatt. I'm Greg, an eleven years awarded MVP, Volunteer Moderator, and Independent Advisor here to help you until this is resolved.

    1. Update the chipset from the PC or motherboard manufacturer's Support Downloads web page for your exact full model number, Serial number or Dell Service tag.
    2. Try disabling USB Selective Suspend in Settings > Display > Power & sleep > Additional power settings > Change plan settings > Change advanced power settings, under 'USB settings', under "USB selective suspend setting' set it to 'Disabled'.
    3. If that does not resolve the sound effect, in Device Manager, open and uninstall each USB controller driver. To restart PC program the power button first to Shut down the PC at Settings > System > Power & Sleep > Additional Power Settings > Choose what Power buttons do. Restarting the PC will reinstall the drivers which can solve USB problems including this issue.
    4. Try everything in these two tutorials:

I hope this helps. Based on what you report back I can answer any questions and may have other steps to perform. If you'll wait to rate whether my post was helpful, I will keep working with you until it's resolved.

In my scenario, nothing you suggested worked, but I found USBDeview in one of the tutorials you linked and it helped show me the issue. It turns out it was the bluetooth driver. I got the driver fixed and now my issue is gone. Thanks for the help!
