- Update the chipset from the PC or motherboard manufacturer's Support Downloads web page for your exact full model number, Serial number or Dell Service tag.
- Try disabling USB Selective Suspend in Settings > Display > Power & sleep > Additional power settings > Change plan settings > Change advanced power settings, under 'USB settings', under "USB selective suspend setting' set it to 'Disabled'.
- If that does not resolve the sound effect, in Device Manager, open and uninstall each USB controller driver. To restart PC program the power button first to Shut down the PC at Settings > System > Power & Sleep > Additional Power Settings > Choose what Power buttons do. Restarting the PC will reinstall the drivers which can solve USB problems including this issue.
