No, Network Access Protection had always been a feature of certain commercial networks and never of use to the typical consumer without the required servers and IT support.
However, on top of that Microsoft has deprecated its use on networks where it existed and in fact removed it from Windows 10, so it's fundamentally dead at this point.

Configuration Manager has removed support for Network Access Protection. The feature has been deprecated in Windows Server 2012 R2, and is removed from Windows 10.
