chrome keeps randomly opening new tabs to the link: s1.toupdate15.com, I figured it is some kind of a virus or a software that I have to uninstall off my conputer but I don’t know how to locate it and permanently delete it.

You may try run a scan with Windows Defender Offline too, take a look at Help protect my PC with Microsoft Defender Offline
You could try another type of scan, to do this go to Scan options in Windows Defender, then select which type of scan you want
I just found out that s1.toupdate15.com is associated with Trojan viruses, so yes, a virus may have entered your computer.
