After it finishes scanning it goes to the page where I need to enter my password. That's it.

I thought it could be the BIOS (my neighbor told me) so I did all this work to find it's telling me to go to accounts.live.com. So I tried that but my old laptop is no where to be found on ms and I don't want to mess up my current account with my newer laptop. I had a back up but the usb was stolen along with my whole fire safe and I need this information out, so I can't factory reset it either. Please advise. I've been on this like 20 hours. I hope it's windows 10. It's a 2015 or 2016 HP Stream.

Are you following exactly the steps I gave? Because the key to trigger bootable media on HP is F9 or ESC, not F1 or F5. This is all provided in the steps I gave.
Please do not skip any steps. We often find out later that the fix was the skipped step. If you need help performing any step I will help.
I am unable to get the computer into repair mode.
You can use the Command Prompt in Repair Mode or use bootable Windows installation media, Recovery Drive, or Repair CD.
Hello & ty for the reply. I need information off of it, so a factory reset is not an option, even with the saving of files. I am unable to even get the screen up that's black and white and you push f1 or f5 or everything I've tried. lol I'm obviously not a whiz, but I have started to understand.Is my only option paying someone to extract the data onto a USB?

Keep in mind that if nothing else helps HP's have Factory Recovery that will save your files and set it back to the condition it came from Factory, complete with all of the HP software that isn't included if you do the Windows 10 Reset or Clean Install. More about HP Factory Recovery here:

I'll give you what works best for sign-in problems which I've helped people here fix daily for five years. Often this is caused by a corrupted account. It previously required a Reset or Reinstall but if necessary I'll show you a way to swap in a new account to replace the old one while saving your files and apps.
You can try to change your MS Account password online then assure you're connected to internet at the sign in screen from Network icon in corner:

If not then enable the built-in Hidden Administrator used for emergencies from the Sign-In screen to sign into to create a new replacement account:

These steps require bootable media which is the only repair method that doesn't require a password. If you don't want to have to do this, then you can try to Reset Windows 10 (saving only files) from the sign-in screen following this video:

To create Windows 10 Installation Media on another PC install Media Creation Tool and follow the directions here: http://windows.microsoft.com/en-us/windows-10/m.... Uncheck the box for Recommended Settings to choose the exact version and bit rate for the target PC only.
Insert media, boot it by powering up PC while pressing the BIOS Boot Menu Key given here: https://www.sysnative.com/forums/hardware-tutor...
If the media won't boot you may need to enter BIOS/UEFI Setup (pressing key given in chart in link above) to turn off Fast Boot or Fast Startup first.
Choose the boot device as a UEFI device if offered, on second screen choose Repair Your Computer, then Advanced Troubleshoot Options, then Command Prompt to enable the built in Hidden Adminisrator:

Then create a new Local Admin account to replace yours:

You can try to repair the old Account by running a Repair Install: by installing the Media Creation Tool from this link http://windows.microsoft.com/en-us/windows-10/m... Choose Download Tool Now, Install the tool, open it and choose Upgrade this PC Now. This reinstalls WIndows while saving your files and apps in place; takes about an hour, resolves most problems. It also brings it to the latest version by the most stable method.
You can also delete the old account by one of these methods:

If that fails go back to Troubleshoot Options to try a Reset or the HP Factory Recovery I gave you earlier, saving files if needed.
And if that fails choose Install Now, then Custom Install, then at the drive selection screen delete all partitions down to Unallocated Space to get it cleanest, click Next to let it create needed partitions and start install - this makes it foolproof.
