What worked for me:
- Uninstall PS remote play
- Uninstall all Microsoft Visual C++ instances
- Run CCleaner and do a custom clean with default check boxes checked and then a registry clean
- Reinstall PS remote play

I've been using PS Remote Play for months and had no issues. However, after the most recent Windows 10 update, I can't get it to launch. When I try to launch it, the program will start and the Checking for Updates progress bar makes it about halfway, then it just vanishes with no error messages or anything.
I have checked task manager to make sure it's not running somehow and it's not. I have uninstalled & reinstalled it, I have uninstalled the Microsoft Visual C++ 2013 (as per a suggestion on Reddit) but that didn't work either. All my drivers are updated, as is my operating system. I have also made sure that PlayStation Remote Play is allowed through Windows Firewall.
Anyone have any thoughts on what the issue might be?

so the problem im facing is that remote play is not working I don't know why it keeps giving CE-35397-7 error and there is nothing on the internet about this error. I have tried many things i tried rebuilding database, initializing my ps4 and even initializing with reinstalling system software at this point i pretty much thing its not my consoles issue but my laptop was playing remote play perfectly fine before i reinstall its window after that it does not connect, the remote play app just say can not connect to ps4 0x80001fff i have even turned my firewall and antivirus of windows off but it keeps giving this error please help me it is a humble request
I just reinstalled Windows Media Player and PS Remote Play worked. I guess it’s using some feature from WMP.
I completely agree. If I have to deal with this then I may as well have a Mac 🤷��♂️ Clearly microsoft cannot deliver in the new age of technology.
