Intel Software Installer "The installation is forbidden by system policy. Contact your system administrator"
Hello Everyone,
I need some help in manually installing my latest driver for my new "Intel Dual Band Wireless AC-8265" wifi adapter.
I just upgraded my wifi hardware recently, it says in the device manager that the device works properly. But sill my WIFI is not working.
But when i try to manually install the driver from the manufacturer itself it says "The installation is forbidden by system policy. Contact your system administrator".
Do you guys maybe know or have any experiences with regards to this problem?
See the attached photos.

2020-06-19T05:46:59+00:00 Hi Jeremy,
Both methods 1 & 2 did not worked. Method 3 location in my Registry does not exist under Windows/Installer. No "Installer" folder was found.
Still the software is forbidden by system policy. I still could not figure out why.
Any other methods available?
Thank you in advance.

2021-04-04T07:29:59+00:00 Edit: I have solved the problem in my machine. The actual reason was another setting that I had enabled before; for a specific purpose.
My laptop's built-in keyboard had a liquid contact and it was not working properly. Therefore I had to use a USB keyboard and permanently disable the built-in keyboard. To do that; I had uninstalled the driver for the built-in keyboard from the device manager; then before restarting I had modified this setting:
1. Inside "gpedit.msc", Click on the Computer Configuration file, and then head into Administrative Templates > System, Device Installation
2. Then go into Device Installation Restrictions. You’ll see a number of options on the right. Right click on Prevent Installation of Devices not described by other policy settings and edit this option, setting it to enabled.
So what I have done this time was to simply return this to "disabled", restart the PC, plug in the USB card reader and let it install the driver automatically. After then I also plugged in the HDMI cable and it worked fine this time.
After that I enabled the same setting and uninstalled the built-in keyboard again; now everything still works for me.

Below is the original post:
The same issue started happening to me after allowing windows update to install a new version (Windows Feature Experience Pack 120.2212.551.0) because the older version would soon be no longer supported by Microsoft. The machine is a Lenovo Legion Y530-15ICH and it was bought about 3 years ago with Windows 10 pre-installed.
Normally the automatic update was on and it was frequently updating the system, but this latest update was different and it asked for permission.
After the installation, everything seemed to work (wi-fi and bluetooth especially); but every time I start the PC, I see a notification that says "The installation of this device is forbidden by system policy. Contact your system administrator". It doesn't say what device, and when I click on the notification, it simply disappears without giving any extra information.
Then one day I wanted to connect my PC to the smart TV with the HDMI cable and noticed some differences: The laptop doesn't recognize HDMI audio and only the image is reflected to the TV screen. I tried a few solutions that I could find online for this specific problem, but none of them worked. Additionally, the image is flickering on the TV screen and I couldn't solve it either. I tried the same TV and same HDMI cable with a different Lenovo laptop, everything works fine.
Then today I plugged in an old MicroSD card reader to the USB 3.0 socket and realized that it cannot be recognized by the PC (One month ago these were also working just fine). On the device manager it appears as "Mass Storage Device" with an (!) next to it, and in the properties window there is an error message that says "The installation of this device is forbidden by system policy. Contact your system administrator." There was also a Code 28 next to it before performing solution methods 1 & 2 on this page; and after all it still doesn't work.
So this is clearly an issue with the Windows Update. Microsoft has to address this problem and fix it with the soonest update.
Other than that; I was planning to reset everything to factory settings and perform a clean installation of Windows, but now I see that it is probably not going to be a solution.
At the moment I am looking for a way to update the BIOS, then I will tweak its settings. If that turns into a solution, I will update this post.

2021-06-04T00:53:23+00:00 The following worked for me. I hope it helps others. Before proceeding, back up your Registry, or at least the Folder mentioned below.
Short story:
I found
\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\DeviceInstall\Restrictions\DenyDeviceIDsThe entries in that Folder matched the Device ID of my WiFi card. I deleted all the Keys in the folder. Updating the Adapter Driver succeeded after that.
Longer story:
HP ENVY x360 Laptop
Windows 10 Home
Intel Dual Band Wireless-AC 7265 AdapterI had the same problem. After a Windows Update, WiFi would not work. The Device Driver didn't load. Trying to update the driver gave the error "The installation of this device is forbidden by system policy." I downloaded the appropriate driver using another machine and tried the update again. Same error. Tried all the suggestions here. No luck. I initially resulted to rolling back to the previous version of Windows, which did work, but was not a long term solution.
With the rolled-back OS, in the Registry, at
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\DeviceInstall\Restrictions\DenyDeviceIDs
I found the following REG_SZ entries:1: PCI\VEN_8086&DEV_095A&SUBSYS_50108086&REV_61
2: PCI\VEN_8086&DEV_095A&SUBSYS_50108086
3: PCI\VEN_8086&DEV_095A&CC_028000
4: PCI\VEN_8086&DEV_095A&CC_0280
5: PCI\VEN_8086&DEV_095A&SUBSYS_50108086&REV_61
6: PCI\VEN_8086&DEV_095A&SUBSYS_50108086
7: PCI\VEN_8086&DEV_095A&CC_028000
8: PCI\VEN_8086&DEV_095A&CC_0280One or more of these were a match in the Device Properties in Device Manager: Device Manager -> right-click on the device -> Properties -> Events tab. Found the following information ...
Driver Name: oem6.inf

Hope this helps someone else.

2020-06-18T15:36:21+00:00 Hi Dondy, My name is Jeremy, a Windows Community Member. I'll be happy to help you out today. Let’s see what I can do. :)
I understand your frustration there and I apologize for any inconvenience it may cause you. Rest assured that I will do my best to help you
You may try these following methods that might help:
Method 1 :
- Click Start on the Windows taskbar, and then click Run.
- On the Run window, type gpedit.msc, and then click OK.
- On the Group Policy window, navigate to Local Computer Policy, then Computer Configuration, then Administrative Templates, then Windows Components, and then Windows Installer.
- Double-click Prohibit non-administrators from applying vendor signed updates.
- Click Disabled, and then click OK.
Method 2:
- Click Start -> Control Panel
- Open Administrative Tools
- Open Local Security Settings
- Click Software Restriction Policies
- If no software restrictions are defined, right-click the Software Restriction Policies node and select New Software Restriction Policy
- Double click Enforcement
- Select "All users except local administrators"
- Click OK
Method 3:
start > run regedit
Browse the registry to HKLM\Software\Policies\Microsoft\Windows\Installer
Create: DisableMSI Type: REG_DWORD value = 0 (0 should allow you to install it was originally 1)
(In my case the value had been set to 2 so I changed it to 0)
Please let me know if any of these would work
Kind regards,
Jeremy
