The issue might be caused by a a corrupted system file.
Please try the following.
- Install the latest Windows updates.
- Use System File Checker to check and fix corrupted system files which may be the cause of the issue. Please refer to the link.

- Use System Restore to restore your Windows to the point before the issue persists.
Open Control Panel > System and Security > System > System Protection > System Restore then follow screen instructions.
- Try to perform a Repair Upgrade.
