0x8007042B – 0x4000D The installation failed in the SECOND_BOOT phase with an error during MIGRATE_DATA operation

I have an HP Spectre x360 Convertible 15-df0xxx currently running Windows 10 Home 64-bit, version1803. I have tried upgrading to both version 1909 as well as 20H2 without any success (error messages below). I have performed the following to try and remedy:

1.      I have uninstalled Norton Security.

2.      Under command prompt, I have run the following as administrator, all of which have returned no errors

a.      Sfc / scannow

b.      DISM.exe /Online /Cleanup-Image /Scanhealth

c.      DISM.exe /Online /Cleanup-Image /RestoreHealth

3.      Under Control Panel -> Admin Tools I have freed up disk space (there is over 300GB of space so this is clearly not he issue) and cleaned up system files

4.      To provide a clean upgrade environment, I have run the following commands in command prompt:

a.      Net stop wuauserv

b.      Net stop cryptsvc

c.      Net stop bits

d.      Net stop msiserver

e.      ren c:\windows\softwaredistribution softwaredistribution.old

f.       ren c:\ESD ESD.old

g.      Net start wuauserv

h.      Net start cryptsvc

i.       Net start bits

j.       Net start msiserver

5.      I have also run chkdsk c: /f /x /r – no errors reported.

6.      When trying to do an upgrade via system->Update & Security -> Check for updates, it tries to upgrade first to v20H2 (“failed to install – 0x8007042b”) and after that fails it has tried to upgrade to 1909 which also fails (“failed to install – 0x800f0830”).

7.      I have downloaded Windows Media Creation tool and I get the following error: 0x8007042B – 0x4000D The installation failed in the SECOND_BOOT phase with an error during MIGRATE_DATA operation

I’m all out of ideas as to how to fix this issue now. Any help would be appreciated.

    So, i've resolved the issue and successfully installed Windows 10, version 20H2.

    In case it helps other users, here's what i did to resolve:

    So, what has become clear in my case is that the log files in C:$Windows.~BT\Sources\Panther folder (files, setuperr.log and setupact.log) together with the rollback log files in C:$Windows.~BT\Sources\Rollback (files, Setupact.log and Setuperr.log) provide key clues to resolving issues like this. In my case, i saw some reference (I think in one of the rollback logs) to there being an issue with this file file located here: C:\Users[username]\Application Data\Microsoft\Forms\OUTLOOK.BOX

    From the log files i could see that the windows update quickly aborted / rolled back after being unable to update / some setting related to this file. I deleted this file and incredibly the Windows 10 update installed without any issues.

    There were no log files in C:$Windows.~BT\Sources\Rollback

    Many thanks. So to confirm it is indeed the 20H2 Install media i have downloaded ("MediaCreationTool20H2"). When running setupdiag.exe, it provides the following  report:

    Let us check the Installation log to find why the update failed. Please share the following logs:

    The Panther logs. Files named Setupact.log and Setuperr.log from the following path C:$Windows.~BT\Sources\Panther

    The Rollback logs: These usually are created if Windows Update rolls back. Files named Setupact.log and Setuperr.log from the following path C:$Windows.~BT\Sources\Rollback

    [Only if the error code is 0xC1900101-0x30018] The Device Install Log from C:/$Windows.~bt\Sources\Rollback\setupapi\setupapi.dev.log

    There are a couple of things you can do.  If you have the 20H2 Install media, in the Sources directory, there is a utility named setupdiag.exe.  You can run that and it will create a report and a file folder.  Copy and paste the report, if you get one.

    Also there are two files we normally ask for.  They are in the C:$Windows.~BT\Sources\Panther folder and named setuperr.log and setupact.log.  You can zip them together and make available on your OneDrive or some other hosting site.  The setupact.log file is very large so give it some time when copying or zipping.

    Hopefully, we will be able to find a reason for your problem, but it doesn't always work out.
