Windows 10 - Windows Update page in Setting is not loading

I have multiple apps waiting to be downloaded, but the same error continuities to "occur" seconds after pressing the install button. the error is that Windows Update is disabled, and therefor I cannot download anything (which I don't understand) the problem is, after going to Settings < Update & Security < Windows Update, the page does not load, therefor I cannot download anything new.

I have tried the troubleshoot multiple times, but I realize that it is not a Windows update that is having problems it is the Windows Update page, which is different entirely.

    Hey there Matthew!

    My name is Miguel Ángel and I'm an independent advisor, also a Microsoft user just like you! I'll try to help you today with your issue.

    First thing we must do is an antivirus check, because malware is common to do those type of effects. Could you please run an antivirus check? You can as well use this utility provided by Microsoft: https://www.microsoft.com/en-gb/download/detail...

    Second thing, we'll try doing a system files' integrity check. First of all, make sure all Windows Updates are installed.

    Then, we will do some system files check, and also check the hard drive, just in case. Follow these steps:

    1. Press Windows + R. Type 'cmd' and press Enter.
    2. In the command prompt, run the following commands:

    > dism /online /cleanup-image /restorehealth

    > sfc /scannow

    Then, we will clear Windows Update cache. Open another CMD with the steps given before and do these commands:

    > net stop wuauserv

    > net stop bits

    After running these commands, press Windows key + R then type the path name:

    C:\Windows\SoftwareDistribution

    Select all of it's contents then right-click and select Delete. Then run the two commands given before once more.

    Let's see if any of these solutions can actually fix it.

    Hey there Matthew, no worries. You need to run an elevated command prompt. Let's do this instead:

    1. Click on 'Search' Windows bar. Type 'cmd'.
    2. You'll see 'cmd' in the results list. Right-click it and 'Run as administrator'.
    3. Once inside, try running SFC and DISM again the way I posted in my last reply.

    We'll solve it no matter what, so don't worry :)

    I tried the antivirus with no luck, apparently my computer is virus free!

    when typing the command 

    > dism /online /cleanup-image /restorehealth

    I am given this answer: 

    Error: 740

    Elevated permissions are required to run DISM.

    Use an elevated command prompt to complete these tasks.

    I am very unfamiliar with this depth of computer knowledge so I decided not to continue any commands until things run smoothly
