I have the same laptop as you do (ASUS G75VW, running Windows 7-64 bit) and had the same issue recently. Here is how I solved the issue.
Note that you do need to be the Administrator of your laptop\PC in order to be able to get to overwrite the corrupted-non-working WerConCpl.dll file.
First, get a clean copy of the werconcpl.dll file. I discovered that a TMP folder on my C:\drive had been backing up previous versions of the WerConCpl.dll file from this very computer. I identified an earlier version of the WerConCpl.dll file and placed it in the desktop of the laptop. So the instruction is to obtain a clean, uncorrupted copy of the WerConCpl.dll file.
Next, get Full Control permissions to either the C:\Windows\system32 folder, or just the WerConCpl.dll file. Here's how.
Navigate to the C:\Windows\System32 folder. Select the file that needs to be replaced; WerConCpl.dll, then right-click on the file and select
'Properties.' In 'Properties,' go to the 'Security' tab. You will see several accounts that have permissions on the file (I selected the
'Administrators' group because my Window user account is a member of the Administrators group). Highlight the Administrators group.
When you open the 'Security' tab, you see a similar list of users and groups. Again, select the 'Administrators' group. Select the 'Edit' button in the middle of the dialog box. Then, another box appears for permissions to the WerConCpl.dll file. Select 'Administrators' here too.
Then, in the bottom of the dialog box, there are two columns, select the top option in the 'Allow' column on the right. You are selecting the 'Full control' option. Press 'OK' and 'Apply' the changes.
Now, exit all of the dialog boxes. Now, you should be able to overwrite the old WerConCpl.dll file.
Note that I did not change permissions on the entire C:\Windows\System32 folder because that is not advised. It could cause either security issues, or perhaps issues with how Windows operates. Always change the minimum needed to get the job done when working with Windows System files.
