I have followed that instruction, please see below.
I am still having the same issue unfortunately where David is narrating my computer startups and shut downs (nothing else is getting narrated).

I've turned it off both on the Control Panel and in Settings but I'm still receiving an audio dialogue when I shut down and when I start the computer. Some man's voice. It's really irritating and don't know how to to get rid of it.

To disable the narrator, follow the steps below:
Disable the narrator at Windows startup:
Press the Windows + R keys, type Control Panel and click OK. Click Ease of Access> Ease of Access Center> Use the computer without video and uncheck the Enable Narrator option and click OK.
Restart the system.
Check that the narrator has been turned off.

Try open start and go to Settings->Ease of Access->Narrator and turn it off. In case it is off, then turn it on and then turn it off. Make sure Start narrator after sign-in for me /everyone are both unchecked.
If problem persist, open start and search for feedback and open Feedback Hubapp and report this issue.
Dear AlanWright7,press Windows + Ctrl + Enter, then click OK, and you will be redirected to the narrator's settings.
In startup options, uncheck all options.
If it still does not work, in "Change the volume of the voice" you can totally decrease the volume of the voice and thus it will not bother you again.

Started since I bought the computer about 6 months ago. Have tried restarting instead of shut down but the problem still persists.
