Windows will not boot, black screen with circling dots no matter what I do.

I am really lost on what to do. About 10 days ago I got a message in windows saying some files were corrupted, I did a system reset (kept my files) and I've been running fine since then. Until today, when I turned on my PC and encountered the dreaded black screen with the circling dots. I've tried several options I saw online but none have worked so far. These are the things I have done, in order. 

-Tried to run the "startup repair" option but it was unsuccessful, it said it couldn't repair. 

-I tried to do a system restore but that failed as well, and it deleted the only restore point that was available. 

-I tried to un install updates but it said it couldn't find the update to uninstall. 

-I ran command prompt, did the sfc /scannow cmd and that didn't help. Also tried to do the dism /online /cleanup-image /checkhealth and also restorehealth but those were unsuccessful as Well. Said it did not service windows PE. I tried the dism /dir:D: option but that gave me an error. 

-I tried to boot into safe mode and even that won't work! It is just a black screen. 

-Finally tried a system reset, chose to keep files, and once it reached 100% my PC restarted but the problem persists! 

My final option that I know of is to try a USB drive. 

One thing I did notice is that there is another account on my PC I hadn't seen before named "administrator" but I don't know the password. I'm not sure if that's related at all. 

As far as what I was doing last time I used the PC, I have been playing a game on steam that I have modded with many mods (Fallout New Vegas modded using nexus mods and vortex manager). 

Can anyone please, please help me! This is a very pricy prebuilt pc!

    I review the procedure sent before and please, could execute the next steps, that has some differences:

    1. Enter WinRE

    Before you enter safe mode, you need to enter the Windows Recovery Environment (winRE). To do this, you will repeatedly turn your device off, then on:

    • Hold down the power button for 10 seconds to turn off your device.
    • Press the power button again to turn on your device.
    • On the first sign that Windows has started (for example, some devices show the manufacturer’s logo when restarting) hold down the power button for 10 seconds to turn off your device.
    • Press the power button again to turn on your device.
    • When Windows restarts, hold down the power button for 10 seconds to turn off your device.
    • Press the power button again to turn on your device.
    • Allow your device to fully restart. You will enter winRE.
    • Now that you are in winRE, you will follow these steps to take you to safe mode:
    1. Windows Safe Mode

    Choose an option screen in the Windows Recovery Environment.

    • Click on the Troubleshoot option
    • Click on the "Advanced options" option.
    • Click on the Startup Settings option
    • After your device restarts, you'll see a list of options. Select option 5 from the list or press F5 for Safe Mode with Networking
    • Using the Device Manager disable Intel HD Graphics on Display Adapters
    • Restart the PC and verify if the issue is fixed

    If during the execution of the procedure appears again the black screen with dots, I suggest thinking in apply a Windows Repair Install (will need an ISO file) or the procedure for Windows Restore if you have some restore point.

    Hi Mario, 

    Unfortunately I cannot even get into safe mode to disable the graphics driver. When I chose the option to boot safe mode, the screen just remains black.

    I reviewed the issue and I understand the situation. Well, first the important is access to the system, please review the next steps for it:

    • Press and hold the power button until the computer shuts down.
    • Press the power button again
    • As soon as the spinning wheel starts, press and hold the power button
    • Repeat until automatic repair starts (usually 3 loops).
    • Select "advanced options"
    • Select "Troubleshoot"
    • Select "Advanced options" from the Troubleshoot menu
    • Select "Startup settings"
    • Click Restart
    • The computer will restart into the startup menu.
    • After some seconds, reboot the computer

    Verify if the issue is fixed

    • Step extra (If above not fix)

    Find and download the latest driver from the manufacturer's web site or disable Intel HD Graphics and re-enable it later
