Since we can't do a System Restore (because Control Panel is deleted, I guess), let's do a reinstall of Windows. If you have Control Panel, try System Restore by going into the Recovery option in Control Panel.

    If not, do these steps:

Go to this link and click Download tool now: Download Windows 10 (microsoft.com)

Run the app. Click Upgrade this PC and follow the rest of the easy steps.

If Windows reports that it can't open this type of file, download that tool on another computer. Plug in a USB pen-drive and make it a bootable disk, as mentioned here: Create a Bootable USB Flash Drive | Microsoft Docs

Now run the tool which we downloaded, then click 'Create installation media', choose your settings, and follow the rest of the steps.

After the process completes, remove the pen-drive and plug it in the computer which is damaged. Enter your damaged PC's BIOS. It needs a special key, so search for it in the internet using this format: <computer make and model> BIOS key

Note the key and click it before your PC boots into Windows.

Go to the Boot tab and change the Boot # 1 to your pen-drive. Click Save changes and reboot by pressing a key on the keyboard. That key will be shown in the BIOS. Now when your PC boots, follow the rest of the steps on the screen to reinstall Windows.

I hope this solves your problem.

In Control Panel, click Recovery (Image). Click Open System Restore, click Choose a different restore point, see if it has any restore point with the description 'Deleted System32 files' or so, then follow the rest of the steps on the screen.

I think that it won't work, so I'll recommend that you do a reinstall of Windows as I explained.
