Black Screen with cursor and blue circle

HI

A couple of days ago, my pc stopped working correctly and now only boots to a black screen with a cursor and blue circle.

I am unable to login and any attempt to get to the boot screen or other results in no change.  I have used the Windows P keys and can change the projection so i know the mouse and keyboard and graphics are working.

I have also tried booting to the on board graphics card and get the same error.

I cannot get to dialog window to change the boot up options or get into Windows Repair mode.

I have a Lenovo desktop pc with an i5 processor and 16gb RAM.  The graphics card is a 2gb discrete card but even with the on board graphics I get the same problem.  The pc does not even get to the log in screen to allow me to put in my credentials.

Why has this started doing this as it was working fine up until 19th Feb.

Please help!

    Hi, I'm Robinson, an Independent Advisor and a Windows user like you.

    Run PC in the Safe Mode

    1-Restart your computer while holding the SHIFT button

    2-The Advanced Startup menu will open on the boot.

    3-Go to Troubleshoot.

    4-Now, go to Advanced Options > Startup Settings.

    5-Click the Restart button.

    6-A window with various startup options will show up.

    7-Press 5 or F5 on your keyboard to choose Enable Safe Mode with Networking.

    8-Wait for your computer to boot and run the Windows update.

    Many thanks for your reply.

    I have tried these steps, but CTRL ALT DEL gives me no options and the screen remains black with the cursor. The blue circle comes and goes. Also CTRL SHIFT WIN and B gives me no options either.
