So I've been having this problem on the Microsoft store which doesn't let me download literally anything. First it starts downloading, then gets stuck on acquiring license, and then fails to download. When I click retry, it does the same cycle over and over again. For example, I tried downloading the Xbox game bar and Xbox app and it just wont download. The Xbox game bar is in my windows start menu but when I click on it, it starts downloading again. When I hit Windows Key + G, it says "This app cannot open" then says see in store. I click that and it brings me to the same place where I hit retry. Then ofc, I get the error code 0xC0020036.
On a side note, my PC does start off with BSOD (Black Screen Of Death) every time I start it and I have to wait for 5 mins or so to go to the main windows area. When this pc did not have BSOD, I was able to download apps normally.

Edit: I've found the problem, the problem was that the service "ClipSVC" was turned off in the task manager.

In many cases, the Windows Store will automatically notify you if there are any failures and will attempt to correct them by running Microsoft's automatic correction tool, available via the link below:
Troubleshooter apps.

If the same behavior remains, perform a Windows App Store Reset:
Press the Windows + R keys, type wsreset.exe and click OK.
After the processes, check if it is possible to install the game.
If the same error remains:
Run the troubleshooting tool to troubleshoot problems that may prevent Microsoft Store Apps from working properly;
Run the Windows Update Troubleshooting tool;
Update device drivers through Windows Update;
