How to change color of highlighted cursor (row) in the "File Explorer"?
The default colors are not very visible to me.
I need a yellow background and a black text.

There are some settings that can help you customize the system view as you wish:
To change other settings, such as buttons, text and the like. Click on High Contrast Settings> Choose a Theme, and change the None field. Soon it will provide customization options for changing colors. After customizing, click on Apply and name your Theme.

Unfortunately, there is currently no method to change this colour.
(this is not affected by accent colours and colour filters etc will only make a minor change to the shade)
you can make suggestions for improvements by using the feedback hub (winkey+F)
if this is related to a medical condition, it might be worth mentioning the diagnosis in the feedback.
hopefully, the development team will be able to make some changes to add the option.
