I understand, but as I said, it's deleted permanently and there's no tools to recover it aside from 3rd party apps which doesn't work always.

Sorry to hear you're experiencing this issue.
You can try checking your Recycle Bin if you can recover it there. If it is not there, you can try to use 3rd party recovery app, however, this don't work all of the time and unfortunately, if it still can't be fixed. I'm afraid it is permanently deleted.
