I understand that you are facing issues while booting the PC. I certainly appreciate your efforts in trying to resolve the issue by performing certain troubleshooting steps.
Since you’re unable to boot the PC in Safe Mode, we have only one option left that is to try performing a Startup Repair on your PC and see if you are able to boot into desktop.
- Create a bootable media and boot the PC using the media.
- On the Install Windows screen, select Next > Repair your computer.
- On the System Recovery Options screen, select Troubleshoot> Advanced options > Startup Repair.
- Restart the PC.
You can also try fixing the BOOT files manually and see if the PC boots fine.
- Create a bootable media and boot the PC using the media.
- On the Install Windows screen, select Next > Repair your computer.
- On the System Recovery Options screen, select Troubleshoot> Advanced options > Command Prompt.
- Now
type in the commands and hit enter: BOOTREC /FIXMBRBOOTREC /FIXBOOT
BOOTREC /scanos
BOOTREC /rebuildbcd - Restart the PC.
