Is this what you are asking for? My printer is HP OfficeJet 3830. PC: Acer Aspire A515-43. Windows version: 10.0.19042 Build 19042.
One of my computers will not print in color on my printer
When I used my computer to print for the first time. It printed in color. However, now when I try to print in color it will only print in black and white. If I use other computers in the house, they will print in color. I have checked all the settings, and see that everything is set to print in color.

I reviewed the issue and this problem could fix sometimes depending on the model and make of the printer, PC, and Windows version. Please, could you send this information?

2021-02-08T15:56:42+00:00 What worked was removing HP Smart App and then I was able to print in color. Guess I am at a loss then, cause I need to use it so I redownloaded it.

Perfect, thank you for sharing the information. I reviewed the issue and the information that you sent, and I suggest you review the next steps, in my experience the steps 1 and 2 should fix, but I found more information on the HP Community site, that add in the other steps. Please at end of each one verify if the issue is fixed:
Step 1) To install the Printer using IP
- In the Search area, type control panel, and Hit Enter.
- Click on the Devices and Printers option in Large icons.
- In the window opens, click on the "Add a device or printer" button on the menu
- Click The printer that I want isn’t listed.
- Tick on Add a printer using a TCP/IP address or hostname. Then click Next.
- Enter the IP address and Port name of your printer. Also, you can use the network name of it (usually HPXXXXXX).(Note: See your IP address and Port name - See Step 2 below)
- Click Next to complete reinstalling your printer.
- Restart your computer and check if you’re able to use your printer color options.
Step 2) How to check the IP address and port name of the printer (Part of Step 1)
- Right-click on your printer and choose Printer properties.
- Highlight the checked Port with a mark in Ports, then click Configure Port
Now you can see the Port name and IP address of your printer on the pop-up window.
Step 3) Disable HP Smart
1- In the Search area type Settings and hit Enter
2- Click on the Apps option
3- Click on the left pane in the Apps & Features, then on the right pane click on the Programs and Features
4- In the Program and Features window that opened, search on the list
and right-click on the HP Smart Print program
5- Click on the Uninstall option
6- Wait for finish
7- Install again the printer, but not consider this program
8- After finished the installation, restart your computer and check if you’re able to use your printer color options.
Step 4) Update Hp driver
1- Download the last HP OfficeJet 3830 series Print and Scan Driver and Accessories or Full Feature Software HP, from the site https://support.hp.com/us-en/drivers/selfservic...
2- In the Search area, type Settings and hit Enter
3- Click on the Apps option
4- Click on the left pane in the Apps & Features, then on the right pane click on the Programs and Features
5- Select all HP Printer programs and uninstall them
6- Click on Apply and OK buttons
7- Close the Settings window
8- In the Search area, type Control panel and hit Enter
9- Click on the Devices and printers option
10- In the Devices and Printers window, search for your HP printer and ‘Remove Device’ with right-click on it
11- Close the Control panel window
12- In the search area, type Run and hit Enter
13- In the window opens, on the line for command, type printui.exe /s and click Ok.
14- Click on the “Drivers” tab
15- Select the HP Printer driver and click on it, and then click on the Remove button
16- Click on the Apply and Ok buttons, on the Print Server Properties windows
17- Close Devices and Printers
18- Restart the computer
19- Execute the Full Feature Software HP (downloaded in point 1) and follow the onscreen instructions (Connect the USB cable only when prompted during installation)
