No Mcleaks is neither legal nor safe. Using an account that has not been created by you or your parent (child account provision) is against Microsoft's TOC and hence can be banned. Using such accounts on consoles can lead to a console ban too.
Regarding the safe question using your account in the authenticator will put it into the pool for account that can be logged into too so it is neither safe nor legal.

Does not resemble any of the major operations at all.
Could be a spammer looking to harvest personal information etc.
