Windows 95 won't start with 1 GB of RAM

I am trying to make a SD card that boots Windows 95B (OEM, English), and I have been able to install all of the system files, but I have not been able to boot the OS.

When I boot in normal mode on my old PC, the startup screen appears, flickers a few times, and hangs on the startup menu. Eventually it will restart. When I boot into safe mode on my old PC, it says that there is "Insufficient memory to run Windows", even after setting "MaxPhysPage" in the "386enh" section of C:\WINDOWS\CONFIG.SYS to "3B000".

When testing on my main computer, it beeps on the startup screen and says that HIMEM.SYS is missing, but it does exist in the C:\WINDOWS folder.

Old PC specs:

HP Mini 110-1030NR

1024 MB RAM

180 GB HDD

Intel(r) Atom(tm) N270 @ 1,600 MHz

Integrated graphics

Main PC specs:

HP ProDesk 600 G1 SFF

Intel(r) Core(tm) i5-4570 @ 3,200 MHz

8,192 MB DDR3 @ 1,600 MHz

500 GB WD Hard Drive

BIOS L01 v2.330 (July 15, 2014)

    In some cases 3B000 may be too large. Many years ago I've wrote an article about this. It is in Russian but I suppose online translators will help.

    In short - you may create file \Windows\system.ini with two lines:

    [386Enh]

    MaxPhysPage=10000

    Please note, it should be not config.sys!
