PC stuck in "diagnosing your PC" loop

Hello all After restoring my PC (windows 10) to an earlier state (to yesterday) I'va had an issue where the PC is stuck on a Diagnosing your PC loop.

I am unable to boot in safe mode. I've tried F8, shift+F8 and ctrl+F8 without success. I believe the loop is caused by a lack of disk space, which is why I want to boot it in safe mode. How can I do this considering I can't get past the diagnosing screen?

    No, all I see is the acer logo and underneath it the spinning dots with "Diagnosing your PC" text. Sometimes when I force reboot it with the power button the screen PC is stuck with the acer logo and the spinning dots without the "Diagnosing your PC" text, but nothing happens no matter how long I wait.

    I am Dave, an Independent Advisor, I will help you with this . . .

    The F8 keyboard does not work on all PC's, try this method to get into the Recovery Environment:

    Start your PC, just as Windows attempts to load (spinning dots), press and hold Power Button for 5 - 10 seconds to perform a Hard Shut Down

    Do this twice

    On the third start Windows will boot into the Recovery Environment and from there you can access System Repair, Safe Mode, Command Prompt . . . etc.

    Okay, you will need to create a bootable Windows 10USB on another working PC, then boot that Acer device form that

    Rather than installing Windows, choose 'Repair this computer' that will give you access to the Recovery Environment . . .

    to download the Media Creation Tool (Click on Download Tool Now), with that you can download the latest Windows 10 ISO (Select Create Installation Media for Another PC), you can create a bootable USB flash drive (min 8GB) using that tool

    When that 'diagnosing your PC fails, is there a screen with two buttons, one of them titled 'Advanced Options'?

    I've tried your method, but it doesn't work. It simply continues to diagnose my PC and does not let me access the Recovery Environment.
