We are having the same problem after our 1909 to 20h2 windows 10 upgrade. USB WIA devices will not open programmatically.
20H2 update causes "Unknown USB Device (Device Descriptor Request Failed)"
I have a dell xps 15 9570. The latest windows update (20H2 I think) has made it so my wireless USB mouse no longer connects. I have tested the mouse on a dell computer as well and the same issue persists. There's nothing wrong with the mouse, it still connects to my Macbook Air.
When I plug in the USB Bluetooth connector it says "Unknown USB Device (Device Descriptor Request Failed)" in device management. It further states under properties
- Windows has stopped this device because it has reported problems. (Code 43)
- A request for the USB device descriptor failed
I have tried every fix for this:
- The troubleshooter can't find the issue
- Deleting all the drivers under "Universal Serial Bus controllers" in Device manager and then restarting my laptop does not work.
- Looking for an update in Device Manager for the "Unknown USB Device" does not work.
- Disabling fast startup does not work
- Changing the USB selective suspend settings do not work
Anything else I can do?

2021-07-17T10:25:20+00:00 Good day Greg, I am having the same problem with my HP DeskJet 2130 printer. None of the solutions works, unfortunately. The problem lies with the latest Windows 10 update and will have to be fixed by Microsoft. Windows no longer recognises the printer (and presumably the devices mentioned by other people). The last time this happened a year or two ago, I was forced to purchase a new printer and now the same thing is happening.

2021-03-20T05:29:55+00:00 Yes, continue with the other steps I gave you for this. For example you reported back uninstalling one USB controller driver to force it's reinstall. This is the MOST important repair for USB issues we see every day here, bu tit must be done on ALL of the USB controllers.
Please do not skip any steps. We often find out later that the fix was the skipped step. If you need help performing any step I will help.

- Try all other ports on the PC, often the front and back will have different USB controllers
- Power off by holding in the power button twice, on the third time it should enter Recovery Environment which has a better chance of the mouse and keyboard working.
If so choose Advanced Troubleshoot Options to try to System Restore to a point when it was working: https://www.tenforums.com/tutorials/2294-advanc.... If that fails try Uninstall Updates button.
- If that fails try to enter Safe Mode by whatever methods works here:

In Safe Mode enter Device Manager reached by right clicking the Start button, choose the Mouse and Keyboard devices, then from Driver tab try Update Driver > Automatically, then if that fails Update Driver > Browse > Let Me Pick to try all previous installed drivers. If that fails then try to Uninstall the driver and restart PC to see if device works now.
- If this fails then from Device manager try uninstalling the USB controllers, restart PC to reinstall. First program the power button to Shut down the PC at Settings > System > Power & Sleep > Additional Power Settings > Choose what Power button does so you can do the restart from it.
- If that fails try another mouse and keyboard. Repeat the above steps if necessary to see if they work better.
- If not then go into Troubleshoot Options to do a Reset, saving files if not backed up:

- It may be necessary to create bootable media to access Repair Mode or do the Clean install since it relies on different drivers that will often cause the keyboard and mouse to work.
To create Windows 10 Installation Media on another PC install Media Creation Tool and follow the directions here: http://windows.microsoft.com/en-us/windows-10/m.... Uncheck the box for Recommended Settings to choose the exact version and bit rate for the target PC only.
- Insert media, boot it by powering up PC while pressing the BIOS Boot Menu Key: https://www.sysnative.com/forums/hardware-tutor...
If the media won't boot you may need to enter BIOS/UEFI Setup (pressing key given in chart in link above) to turn off Fast Boot or Fast Startup first.
Choose the boot device as a UEFI device if offered, on second screen choose Repair Your Computer, then Advanced Troubleshoot Options, then System Restore.
If that doesn't help follow steps in the Safe Mode guides above to try to get into Safe Mode. If that fails go back to Troubleshoot Options to try a Reset.
- If that fails choose Install Now, then Custom Install, then at the drive selection screen delete all partitions down to Unallocated Space to get it cleanest, click Next to let it create needed partitions and start install - this makes it foolproof. My laptop just finished two additional updates:
What is the new issue now?
When I plug in the 2.4g USB receiver I no longer get an "Unknown USB Device (Device Descriptor Request Failed)" under "Universal Serial Bus controllers" in Device Management. Now it's a generic "USB Composite Device".
The mouse still doesn't work however yet the Receiver is now showing up under "Bluetooth and Other devices"
What have I tried so far
- Using a different USB port on my laptop didn't fix the issue.
- I used another mouse that also uses a 2.4G Receiver and it works fine. The issue isn't with the mouse I am trying to fix though since it works fine on my Macbook Air.
- I have tried deleting the "USB Composite Device" and restarting my computer.
Given the issue has changed, do you have suggestions?
