Can you say what program this is that has it's own password?
To force uninstall such a program would involve taking ownership of it's folder in C:\Program Files or C:\Program Files (86). Use this handy right click shortcut which installs a Take Ownership shortcut to your right click menu to use in cases like this on files and folders which won't cooperate:
https://www.askvg.com/add-take-ownership-option.... The only warning is to not use it on C:\Windows folder files as this will compromise security.
Then right click the folder to Delete it.
If it balks go into Task Manager Details tab to look for anything from the program which is running, highlight to End Task. Try again.
If that doesn't work then look for it in any of the place where Startup freeloaders hide in Step 4 of this checklist: http://answers.microsoft.com/en-us/windows/wiki... to turn it off, restart PC then try again.
If anything is left you can check in registry by doing a Search to delete any you are sure is it:
