Windows Push Notifications User Service - High CPU usage

Hi.  For several weeks now, I have been having a problem with my laptop, running Windows 10 Home Edition, in that there is high amount of CPU usage, even when the computer is supposedly idling; so much so the cooling fans have to run all the time.

When I look on Task Manager, it seems that 'Windows Push Notifications User Service' is continually taking between 20 and 30% of CPU usage.  In the Power Usage column it is shown as 'Very High' with a red background.

Can you suggest a fix for this?  I have tried disabling Notifications in Settings, but this seems to have no effect.  My version of Windows is fully updated.

    Thank you for your reply.

    To answer your first question, as far as I know I was able to install programs before this issue, although I haven't done so recently.

    As you suggested , I performed a clean boot and ran the SFC and DISM commands.  These routines reported that there were no corrupt files or other problems, so I am no further on really.

    However, I have noticed that the problem with the high Push Notifications CPU usage is not present all the time.  I have now noticed that the problem nearly always happens when I have been in full-screen mode, e.g. on a Zoom conference or a game.  When I return the computer to normal mode the high CPU usage problem occurs.  If I then restart the computer, the problem does not return until next time after I go full-screen..  I suppose I can live with the problem and remember to restart after every full-screen application, but I was wondering if this gives you a clue what the underlying problem is.  Could it be something to do with Focus Assist?  I have switched off notifications from Focus Assist, but the problem still occurs.

    I hope the above is clear!  I may not always use the correct terminology. I would appreciate any comments or suggestions.

    Once done, kindly run the SFC and DISM command as well to repair system files

    1. On the search bar, type "command prompt" and select Run as administrator
    2. Type the following commands in order

    sfc /scannow then press Enter

    Dism.exe /online /cleanup-image /CheckHealth then press Enter

    Dism.exe /online /cleanup-image /ScanHealth then press Enter

    Dism.exe /online /cleanup-image /RestoreHealth then press Enter

    1. Reboot your machine and try to check again.
