my windows 10 no longer starts after "network reset"

Today, I have had issues with Windows not being able to connect to the internet for about 5 min after I start or wake my laptop. After the network troubleshooter found nothing except that it could not reach the DNS server, I decided to use the network reset feature under Settings > Network & Internet  > Status > Network reset. It gave a message that windows would restart automatically after 5 min.

After it restarted, Windows took a very long time to login and then displayed a notification "Windows could not connect to the System Event Notification Service.  Then, it displayed "Windows has encountered an error and will restart in 1 minute." None of the core windows administrative tools (task manager, services, command line) will start, and instead display a popup "C:\WINDOWS\system32\services.msc The service cannot accept control messages at this time"

After being stuck in this restart - SENS error - restart cycle about 10 times, I tried System Restore using the troubleshooting menu accessed by pressing shift while clicking restart on the logon screen. System Restore seemed to proceed as normal and returned to my desktop with a notice that the system was restored to the previous restore point successfully. Then, my laptop suddenly rebooted and went to the HP logo screen with a message "diagnosing system ...", then "repairing system", then a message that windows failed to repair the system, then it returned to the troubleshooting screen.

    For this problem the solution will be to perform the repair using a Windows 10 media on USB stick;

    If you do not have a Windows 10 media on a USB stick, I will send the procedure for creating the media on the USB stick:

    Note:If you do not have access to your computer, you will have to do this procedure of creating the media on another computer;

    Download the tool according to the Windows 10 architecture installed here:https://go.microsoft.com/fwlink/?LinkId=691209

    Run the downloaded setup and click Create installation media for another computer;

    Select the Language, then select the edition and architecture according to the installed Windows 10;

    Connect the Pen Drive;

    Click Next;

    Select the USB Flash Drive option and click Next;

    Click Finish;

    Now with Windows 10 on the USB stick, proceed to the instructions below:

    Boot with the Pen Drive;

    When the installation window appears, click Repair your computer;

    Click Troubleshooting> Advanced Options;

    Among the options presented, follow the procedures below:

    Access the System in Safe Mode (Diagnostic Mode):

    Click Troubleshooting> Advanced Options> Startup Settings> click Restart> press the 5 or F5 key to access Safe Mode with Networking.

    Redoing the Windows 10 startup files:

    Click on Troubleshooting> Advanced Options> Command Prompt> enter your Account and enter the commands:

    CHKDSK /R /F X: [Enter]

    Bootrec /Scanos [Enter]

    Bootrec /Rebuildbcd [Enter]

    Bootrec /Fixmbr [Enter]

    Bootrec /Fixboot [Enter]

    Restore the System by deleting everything:

    Troubleshooting> Restore your PC> Remove Everything.

    Note: Before performing the Restore System procedure by deleting everything, we advise you to make a backup of your data. You can connect your hard drive to another computer and transfer your personal files.

    If you do not resolve this way, the solution will be to perform a clean installation of Windows 10;
