It could be due to the command prompt settings. If you wish to make it permanent, you may follow the steps below:
- Start -> Run -> regedit
- Go to [HKEY_LOCAL_MACHINE\Software\Microsoft\Command Processor]
- Add new String Value named: Autorun
- Change the value to 'chcp 936'
