Windows Server 2022 keyboard layout

Actually it depends on how you are configuring the keyboard layout, if is in within the US/English pack or you are downloading the entire FoD (Features on Demand) for the Italian Language.

If you would like just to have the Italian keyboard without having all features like Speech recognition or Text-To-Speech and other features included into the separate Italian FoD you can just add the Italian Layout into the US/English pack like the below screenshot

Alternatively, if you would like to benefit of the other features for the Italian language, you can go ahead and download the pack.
So in conclusion is neither a bug or a new feature, you can replicate the identical steps on a Windows 10 machine.

If installing the Italian Layout is required to have the Italian Keyboard layout, what is the meaning of the choice in the very first windows of the Window Server installation (see attachment)?
Please consider that in Italy (maybe in other contries as well) it's very usual to Install Windows Server in US/English and to use the Italian keyboard layout.
In previous versions of Windows Server you could simply select the Italian keyboard layout in the very first windows of the Window Server installation and the Italian keyboard layout was installed without installing anything else.
It was true at least to Windows Server 2019...
Am I missing any relevant point?
