Unable to create new folders & Folder option missing "customize" which allows icons to be changed

updated to windows 10 pro .works well but since installed i cannot create new folders either on desktop or in any my sub-folders.I also have create some personal icons and previousely customized these folders (with these new icons) since upgrade, most of these folders have changed back to the orginal style/format> I still have some converted folders(on checking they also have lost customization).

Any thoughts

    Dear Marcelo, I have too faced the same issues and cannot recover after doing all mentioned solutions by you. Could you please look into this issue as I am into this issue as well?

    Sorry Marcelo   have done what you requested no change the 2 problems still exist
    1)  unable to create new folder (no option offered)
    2)  unable to customize any folder (trying to change icon for that folder)

    Good morning Robert

    My name is Marcelo, I`m a community member like you. I am sorry for what you are going through, I will try to help in the best possible way.

    Step 1:

    First make sure your user profile is as an administrator:

    On the Desktop, simultaneously press the Windows + R keys to open Run;

    In Run, type "control userpasswords2" and click OK;

    In the Users tab, select your user and click Properties;

    In the Group Membership tab, check the Administrator option, click Apply and OK;

    Restart the computer to validate the new configuration.

    Step 2:

    Disable all third-party programs, that is, a Clean Startup, to see if any of the programs installed on your computer may be causing this behavior.

    For clean boot follow the steps below:

    On the Desktop, simultaneously press the Windows + R keys to open Run;

    In Run type MSCONFIG and click OK to open the System Configuration;

    On the Services tab, check the option Hide all Microsoft services and click Disable All;

    Click Apply and OK;

    Restart the computer.

    NOTE: This procedure disables all third-party services and programs. You can later, if the problem is solved in this way, selectively enable the programs and services that will start with Windows, instead of keeping all disabled. If the problem returns after activating the startup of a specific service or program, the problem is exactly in the startup of this software and it is recommended to remove it.

    This did not work,instead i reloaded windows 10 using the option to keep both files and apps  after which the problem has benn resolved.
    on the + side PC seems faster both at start-up and afterwards..

    thanks for your assistance..

    It is possible that, for some reason, some element of the system has been damaged and, therefore, we cannot create new folders on the computer. To analyze and repair the system, what we need to do is open a CMD window with administrator permissions and, in it, execute the following command:

    SFC / scannow

    When finished, all critical Windows files will be repaired. And the function to create a new folder should work normally again.

    If that doesn't work, also try restarting the system in safe mode to ensure that we don't have a virus that is blocking this function or that no other program is responsible for this:

    Step 1. Open the new Windows 10 control panel. To do this, access the Start Menu and click on “Settings” in the left column;
