When you get an error this copy of windows is not genuine build 7600 / 7601, this is mainly because you are running a not genuine copy of Windows 7, your license got expired, or Windows updates got something wrong. You may have tried some software or patches to crack Windows activation but to no valid.Dec 12, 2017

I had a chance to think about this afterwards. When I first got this computer it took me a while to get the users setup on it and I had made some registry edits to it.
I suspect said registry edits caught upto themselves, somehow, and as a result the computer went beserk.
I can say with confidence that I DID NOT AND DO NOT have a pirated version of windows 7. It is a genuine Windows PC bought from Dell many years ago.
For anyone having this problem:
The fix I found was to upgrade to Windows 10. It had the specs for it and I did it and the computer is fine. I didn't even need to purchase a key because the copy of Windows 7 was valid.
