CPU lock at 0.77Ghz

i reinstalled the laptop yesterday and today i found out that the computer keeps locking CPU frequency at 0.77Ghz and crank up fans to full blast, later i fount that it is because of overheating because i found that the CPU temperature went up to 95 celcius when it locks. the fan barely spins before the overheat no matter how hard is application the computer is running on. it did not happen before i reinstall windows,

    check ur poweplan   watch youtube video i have also same problem but its is only when i m playing games

    when doing normal tasks it runs at its full speed  but when i play games it locks at 1.6ghz 

    so mmy game slutters and drops to 20 fps 

    please tell me if u know a fix

    all the setting are on performance mode and none are in power including regular setting, the one from control panel and the other from msi dragon center, even though it does look like one a power problem,, I don’t know what happened to it, this happened right after I reinstalled windows,

    1.open ur BIOS

    2.go to advance tab

    3.find INTEL SPEEDSTEP

    4.enable it

    5.save and exit
