There is no HotTracking color at all on my desktop but there is one in files

I changed my hot tracking color in regestry edit and I see the change in files app but not on my desktop. It seems that my system must be incapable of using a hot tracking color on the desktop at all because it is just clear for me and I cannot make it have a color on my desktop. Is there any way to fix this?

    What would I be able to do in Ease of access?

    Edit: I just looked and I did not find anything there
