Emoji panel is not working in any app!

Hello!

My name is Amin and I have a very big problem in the new Windows 10 update. After the 2020 update of Windows 10 the emoji panel isn't working anymore! I have no problem opening the emoji panel and I can easily open it, but my problem is that when I want to use emojis and insert them! it does not work! This is the third time I've been in this community I raise this problem but I do not get an answer! This is very annoying! I bought the enterprise version of Windows 10, but now after the 2020 update, I had a lot of problems.

Some people told me I should feedback hubBut when I try to open it, I get this error!

You appear to be in a region where this service in not available.

If this problem persists, I will have to move to Windows 7 or another operating system because I can not continue my work with any problems and errors. Why do you combine politics with everything? What is the guilt of us Iranians that we can not use the services of Windows 10? Just because we are Iranians? This is not tolerable.

Note: The emoji panel only works in Windows programs such as settings or the search section, and in other programs it is not inserted at all.

    1. Open command prompt using admin right, copy and paste below to the command prompt and press enter.

    reg add "HKLM\SYSTEM\CurrentControlSet\Services\TabletInputService" /v Start /t reg_dword /d 3 /f

    2. Restart the computer for the command to take effect. After restart, you can use the emoji as usual and you'll noticed that the emoji box will appear directly below the text box that you activate the emoji.

    I understand that you would like to activate the emoji panel.

    The use of emoji, may vary from program to program, as some developers do not deploy functionality on your system.

    Please check if the procedures below help you to solve this problem.

    1. Access the Windows Registry Editor by simultaneously pressing the Windows + R keys. When the dialog box opens, type regedit.exe and click OK.
    2. Navigate to the following path: Computer \ HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Input \ Settings

    If you prefer, copy and paste the address above to quickly access the folder in which we will work to activate your emoji panel.

    1. On the right side of the Settings folder, you will see several files listed by name, record and data. A little more to the right there is an empty space. Right-click in this area to create a new DWORD Value record (32 Bit) entitled EnableExpressiveInputShellHotkey
    2. Last step: right click on the new record you just created and change Value Data to 1. Now you can close the Registry Editor.
    3. Restart your computer and verify that the emoji panel now works.

    Hi Paloma,

    I have exactly the same issue with the emoji panel not initiating when pressing Win + Period.  I tried the registry fix and it did not work.

    However I run exactly the same version of Windows on my laptop as I do my PC

    Windows 10 Pro

    Version: 20H2

    OS Build: 19042.685

    Yet my laptop works correctly.  The emoji panel pops up when pressing Win +period.  I chose also to then search the entire registry of my laptop for the DWORD record "EnableExpressiveInputShellHotkey" and nothing was found.

    So I am at a loss why my laptop works fine but my PC does not!

    Hi.  Have tried your suggestion but without success.  I first applied the paste in my limited user account to prove it would not be accepted. I then logged in as Administrator and the paste was accepted.   After a complete restart I had high hopes. Yet same problem remains.  The emoji panel will not open when pressing Win+.  or Win+;
