You can do what you want but you don't burn an .iso to a USB drive, you mount the .iso and copy the files over. Of course the USB drive has to be configured before you do that. If you have an old one that is bootable, you can just replace the files.

Setting up the flash drive is a simple process if you decide to go that way, but many folks use Rufus to take care of the entire process, as suggested.

Use RUFUS:

Is installation file corrupted or something else ?

I don't know how you got 8.1 downloaded from Microsoft or exactly how you made the installation media Bootable!
