    In order to receive SMSs, you must have a sim card. And sim cards go into phones. So, without a phone, there's no direct way to get text messages on a pc.

    If you have a phone, you can use Microsoft Your Phone app to send messages to your contacts using your computer.

    To do so, you can follow this guide:

    If you want to send messages through WhatsApp you must need Internet Connection on your both devices for WhatsApp messages you simply login WhatsApp Web and scan your QR code after that you are able to send or receive WhatsApp messages on your PC.

    For phone text messages you can install AirDroid app on your android device and create a account after that go to PC browser and log in to AirDroid website with your account and now you are able to see your phone data include messages on your computer screen.

    However, there are some websites that can be able to send text message without a phone, but it's not specifically through Windows 10, you will use a browser to do that. If that's what you want, check this article:
