I have a problem installing 'utweb_installer' on my laptop. When I try opening it, the permission to make changes shows and I clicked YES then the 'extracting' pops out in less than a second and it closes. But there are no installation program comes out.
I tried UNBLOCK-ing the installer in properties but it still won't work. I tried running it as administrator but it won't either.
I think the problem is I have Windows 10.

Please try to open Windows Security from the search option right next to the Start menu, or click on Start Menu then click on the gear icon, then once Settings is up go to Updates and Security then go to Windows Security, go to App & Browser Control , check for Potentially unwanted app found, if you have PUA:Win32/Utorrent , click on Actions below then click Allow on Device.
Try creating another local account with admin rights then try to install it from there.
