As far as I understood your question, you want to:
1-Import the exported .Reg file:
From the Start menu, type regedit.exe, and then press Enter. If you are prompted for an administrator password or for confirmation, type the password or provide confirmation.
In Registry Editor, click File > Import.
In the Import Registry File dialog box, select the location to which you saved the backup copy, select the backup file, and then click Open.

2-Open and Edit .Reg file:
Right-click any REG file and then click the “Edit” to open the file in your default text editor.
Or, right-click the .Reg file and then click the Open With > Notepad
The file will open in the text editor and then you will be able to read, edit, or delete any lines from the file. After that, save it, import it to the Registry
