Blocked access from various sites/servers/vpn after reset

After my pc reset 2 days ago, I've been having troubles going to some specific websites or some of my apps have problems connecting to their servers. I've tried different Internet connections (wifi & data which works perfectly on other devices), resetting my pc again, resetting the network settings, turning off/on the Windows firewall and antivirus software (Norton), using command prompt to reset the network stuff. Everything including any graphics drivers or windows version is updated to the latest version. After all these methods, my computer still has this problem and it's really annoying because I need a VPN to work and I can't download it. 

I think the problem is most likely a setting in the pc that's restricting my access to these services. Does anyone have any ideas that can help me?

    It is unlikely to be anything on your PC causing access issue with only specific websites. I would suggest checking with your Internet provider to see if they have any content filtering in place which could be preventing your access.

    Could also try change your PCs DNS settings and see if this changes the situation:

    I found another forum which I think is the situation I'm in now, I've tried the clean boot method but nothing has changed. I'm also sure it's not my internet problem because everything works just fine on all my other devices.
