Does that small window appear on all applications on the Close, Restore & Minimize Buttons and if so, does that appear when you click those buttons, or is that small window there all the time?

I have a problem with the "Close, Restore & Minimize Buttons"
I also Reinstalled windows using the media creation tool But still it did not fix the problem. After that I made another user in my pc, fortunately it fixed it but only in that User (From this learned that it is not a hardware problem)

I recommend that you try these options when you have enough free time for experimentation, Clean Boot, for example, depends on third-party services and applications that start automatically to be reactivated gradually to try to identify a possible cause of the problem. But first, you need to confirm that the problem occurs even using Safe Mode and Clean Boot.
Yes it appears on all apps and it does not appear when I click on them, It only appears when I move my cursor on it.

Do you have an MSI motherboard, PC or Laptop?
If so, open Task Manager, then on the Processes tab, locate VoiceControlEngine, right click that and End Task
Does that item on your Desktop go away?
If it does, click your Start Button, then just type Services and press Enter
On the resulting utility, scroll down to find the MSI_VoiceControl_Service
Double click that service, stop the service, if it is running, and set its Startup Type to disabled and save that setting
That will stop that appearing on your Desktop . . .
