Can't Create System Restore Point

When I try to create a system restore point using System Properties, sometimes it just sits there forever "searching" for available drives, not allowing me to create one.

Other times, it shows the drives but when I go to create one it starts and just continues eternally, never accomplishing the task.

I've even tried running it in the command prompt, and again it never completes the job.

In my Device Manager list the only visible Generic volume shadow copy has an alert, and when I look at properties it says "Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)"

Any ideas?

Windows 10 on a Dell Inspiron 17 3000 laptop.

The system itself seems to be running fine at the moment.

    Thanks for your help.  These are all the standard steps I take when I face a problem.  They haven't solved this one yet.  

    I'm more looking for someone who may have encountered a similar issue before, who has tips on what the culprit might be.  

    I suppose it is possible that the next Windows update will solve it, as it did my last weird problem 6 to 8 months ago.

    As I expected, logging in as a different user did nothing to solve the problem.  I am thinking it has something to do with the way Windows is recognizing the drive and partitions.

    Thanks for the response.

    Kindly try to create a new user profile and check if you can create a restore point on the new user.

    To create new user profile, please follow the steps below

    1. Open the Settings by pressing the Windows Key + I
    2. Click on Accounts
    3. In the left pane menu, click on Family & Other Users
    4. Under other users, click on add someone else on this PC
    5. By default, it will going to ask you to sign in using a Microsoft account, click on the link below which says I don't have this person's sign in information
    6. Click on Add a user without Microsoft account
    7. Fill out a username and click next until completion.

    Sign out to the current user and sign in on the new user profile.

    Check if everything works fine on the new user.

    if the above method did not resolve the issue, kindly perform an in-place repair on your computer to fix any corrupted system files/services or components. In-place repair/upgrade or repair reinstall is a process of re-installing Windows without touching any of your applications or personal files. In this way if there's any data corruption, damaged system files or missing system files on your computer, this repair will fix or repair them.

    To start we need to download an ISO file of Windows 10 and save it to your computer. Please follow the instruction on the link below to create an ISO file

    After the ISO is created, follow the instructions on the link below created by PaulSey, Microsoft Agent, on how to perform repair install on your computer.

    This process will take some time to complete so you need to be very patient in waiting until the process completes. Once done , restart your computer and check if the issue is resolved.

    Thanks, I've already checked for updates (none available).  I also already did an SFC (no issues found) and a DISM.

    The service is running, set to Automatic.

    I'm Kevin B. Independent Advisor and a Windows user like you. I do apologize for the inconvenience that you're experiencing right now, let me help you sort things out.

    Did you try to update the windows on your computer?

    Updating windows sometimes help fixes any issues on computer. Kindly try to update the computer first and check what changes it makes when creating a restore point on your computer.

    Press windows key + I

    Click on Updates & Security

    Click on Check for updates

    Wait for windows to fetch all available updates for your computer

    Download and install the updates on your computer

    Restart the computer and try to create a restore point again

    If the above method did not resolve the issue, kindly Run a system file checker to verify the integrity of windows system files on your computer making sure that there are no corrupted files on your windows.

    Perform SFC Scan and Repair Windows Image

    -This process will perform scan for any corrupted system files or integrity violation and will attempt to repair it along with the Windows Image.

    1. Open command prompt with administrator access
    2. Type each command below and wait until scan is completed.

    SFC /scannow

    DISM /Online /Cleanup-Image /CheckHealth

    DISM /Online /Cleanup-Image /ScanHealth

    DISM /Online /Cleanup-Image /RestoreHealth

    Quick note: While the command is running, it's expected to see the process stuck at 20 or 40 percent. After a few minutes, the process will complete successfully.

    Once you complete the steps, the Deployment Image Servicing and Management tool will connect to the Windows Update servers to download and replace any damaged files in the local image for Windows 10 as necessary.

    1. Close the command prompt.

    Restart the computer. After the restart, try to manually start the service for creating restore points on your computer

    Press windows key + R

    Type services.msc and press enter

    Locate Volume Shadow Copy service

    Click on it and select start on the left pane menu

    Try to create another restore point and check if the same issue appears.

    Also kindly take a screenshot of the error that is showing on the device manager and post it here on your next response.
